November 2007 - Navigation Rules Requirement -031/07

Subj: Navigation Rules Requirement -031/07

1. We have been working to resolve an item that was discussed during
NACON. The issue is the Navigation Rules exam requirement for coxswains and PWC operators.

2. In January when the new Boat Crew Training Manual was promulgated
AUXDATA was set up to monitor this qualification in a calendar year. Some regions are already requiring taking the exam on the fifth year anniversary date, while others use the end of calendar date in AUXDATA and allow it to run to the end of the fifth calendar year. If it were allowed to run to the end of a calendar year a coxswain could go nearly 6 years without taking the exam, if it were taken early on in the year.

3. Currently the wording to the requirement is open to a bit of
interpretation. You felt it could be read either way (every five years from the date the test was last successfully taken or December 31 of the fifth year like other annual requirements). It currently reads:

Auxiliary Boat Crew Training Manual, Chapter 5 A.6. Five Year Requirements

* Coxswains and PWC operators must pass an open book Auxiliary Navigation Rules examination at least every five years with a minimum score of 90 percent.

* Members failing to complete the open book exam within the five year period are considered lapsed and must retake the exam and achieve a minimum score of 90 percent to regain certification and receive orders.

4. To clarify, standardize, and bring this requirement in line with
active duty the verbiage is changed to:

Auxiliary Boat Crew Training Manual, Chapter 5 A.6. Five Year Requirements

* Coxswains and PWC operators must pass an open book Auxiliary Navigation Rules examination within five years from the date of successful completion of the previous exam. A passing score for this requirement is 90 percent or greater. Members failing to complete the open book exam within the five year period are considered lapsed and must retake the exam in order to regain certification and receive orders.

5. This change will take effect beginning January 1, 2008. AUXDATA will
be modified to track the date of exam vice the default of 31DEC and put a member in REYR if the test has lapsed. Some regions will be impacted more than others due to your varying active boating seasons but all regions will have members due in Jan-Apr who will be thinking they have all year to take the test.

 

November 2007 - Notice Hypothermia Devices - OPM Change -030/07

Subj: Hypothermia Devices - OPM Change -030/07

1. CG-5421 noticed the need for a minor change to the OPM concerning Hypothermia Devices to bring policy more in line with the Rescue and Survival Manual since cold weather is upon us.

2. The regulation as it is now written:

Chapter 4.E.15.b Waivers
The OIA may waive the wearing of PFDs with the hypothermia device when the device is inherently buoyant (17½ pounds of buoyancy) or provides the proper buoyancy once activated (e.g., an inflatable vest/PFD).

The OIA may waive, on a single sortie basis, the wearing of hypothermia protective devices in accordance with the Rescue and Survival Systems Manual, COMDTINST M10470.10 (series), if the degree of risk of hypothermia is minimal (e.g., non-hazardous, daylight operations in calm water). The coxswain may request a waiver from the OIA when there is concern about the adverse effects of "thermal stress". If an OIA waives the wearing of hypothermia protective devices, Auxiliarists are required to carry them onboard the facility.

3. The OPM already states that the PFD must be worn with the Dry Suit. The other devices are inherently buoyant yet the current language requires DIRAUX to waive the use of PFD's with Mustangs. Currently, DIRAUX can't waive PFD's with MSD 900/901's (which is optional for active duty).

4. To have this make more sense, 5421 with the concurrence of the Aux National Staff makes the following immediate change to bring the OPM more in line with the Rescue and Survival Manual while still giving the DIRAUX Office elbow room.

5. Add this to Chapter 4.E.15.a -

"The table (Figure 4-2) reflects the minimum required equipment. Additional protection may be required by OIA or worn at the crewmembers discretion."

Change Chapter 4.E.15.b - (more in line with the wording in R&S Manual) "The OIA may waive, on a single sortie basis, the wearing of hypothermia protective devices in accordance with the Rescue and Survival Systems Manual, COMDTINST M10470.10 (series), only after a determination that the risk associated with crew performance degradation, thermal stress, and environmental considerations are off set by the benefits associated with the waiver. This waiver provision is provided to ensure the OIA has optimal flexibility in mission planning. However, the waiver provision is not authorization to justify granting blanket waivers as standard operating procedure. If an OIA waives the wearing of hypothermia protective devices, Auxiliarists are still required to carry them onboard the facility.

Coxswains shall ensure all personnel including scheduled passengers don hypothermia protective devices when the conditions considered for granting the waiver are exceeded."

6. This change will be in the next revision of the OPM.

 

October 2007 - Notice: In all three Boat Crew Program Qualification Guides, a reference to a Study Guide was inadvertently left in. There are no study guides in any qualification guide.
